What do you mean you are on strike?

Okay, here we go.  The Bureau of Labor Statistics (BLS) released the latest unemployment figures for July for our industry last week.  The US unemployment rate stands at 9.5%.  According to the latest economic analysis from the Associated Builders and Contractors (ABC) and the figures on the construction industry, the unemployment rate in the industry has dropped to 17.3% from 24.5% at its peak.

In looking at the details of the information on the BLS databases, I came across an interesting fact.  There is a Strike Report issued in the figures and it states that right now there are 10,000 construction workers on strikeON STRIKE when 17.3 % of the construction workforce is out of work and the figures are dropping again.

Would someone tell me what is wrong with this picture?
